Hyas supported PAS to implement a pilot programme to prepare Action Plans in response to the forthcoming implementation of the Housing Delivery Test, working closely with around a dozen Councils throughout 2018.
All the Councils are advancing well with their work, with Hyas providing critical friend support and advice throughout the process to help think through the local issues and challenges influencing housing supply, and what kind of actions could be implemented to make a difference.
We were able to suggest a wide range of activity going beyond pure traditional planning measures to think more broadly about land, infrastructure, funding and place marketing, with the Councils themselves bringing many interesting and innovative ideas into the process.
As at the start of February 2019, 6 of the Councils (Gateshead, Redbridge, Kensington & Chelsea, Cornwall, Harrogate and Milton Keynes) have published their work on the PAS website providing a useful resources for others to look at and consider.
Particularly good to see Milton Keynes being shortlisted under the 2019 RTPI Planning Awards (Excellence in Plan Making Practice) for their Action Plan which provides an excellent example of considering local key themes & issues and a set of workstreams. Good luck to them!
Whilst we await the Government release of the first test results, Hyas would be more than happy to share learning from our involvement with the pilots and help others work through the issues, challenges and measures that can be implemented to deliver on local needs. Fell free to contact us.
